Statistical Measurement and Spatial-temporal Effect Analysis on Basic Public Service Development Level in China
The equalization of basic public services is the focus of achieving common prosperity.Accurately measuring the development level of basic public services and grasping the differences in the development of basic public services in various regions are of great significance to solidly promoting common prosperity.According to the"Seven Possession"and"Two Guarantees"standards,the evaluation index system for the development level of basic public services is constructed,and the entropy weight method is used to measure the temporal and spatial changes of the development index of basic public services in each province from 2011 to 2020.Then,the spatial Kernel density estimation method is used to describe the distribution pattern and evolution law of the development level of each region under the influence of space.Finally,the evolutionary changes and internal dynamics under the influence of space are further quantified by the spatial Markov transition probability matrix.Research findings are as follows:from 2011 to 2019,the development level of basic public services in all provinces increases steadily,and the growth rate of the central and western areas is higher than that in the eastern areas.From 2011 to 2020,the development level of basic public services in various provinces is mainly concentrated at a low level,and generally shows a trend of moving to the right.The eastern areas have the weakest aggregation trend,and the polarization trend is more serious.In the central areas,the characteristics of polarization are not obvious,but the stability of the internal structure is poor.The development level of basic public services in the western areas is at risk of declining.The spatial factors have significant influence on the development level of each area,and the areas with different levels have the characteristics of club convergence.The development level of basic public services in all provinces mainly transfers to the medium-low and medium-high level areas,and the mobility of state transfer in the low and high level areas is the worst.Under the influence of high level areas,there is no state transfer in all areas,and the phenomenon of solidification is prominent.Therefore,three policy implications are put forward.First of all,at the current stage,China needs to expand east-west linkage communication and improve the sustainable hematopoietic capacity of basic public services in the central and western areas during the process of promoting common prosperity.Nextly,different areas also need to strengthen regional coordination mechanisms and thoroughly implement the policy of coordinated regional development;At last,pay attention to the siphon effect in high-level areas,and propose relevant measures to effectively weaken the polarization trend.
