Performance Evaluation and Promotion Strategies for the Construction of Digital China
The performance evaluation study on the construction of digital China is of great significance in promoting its process.Using the analytical framework of the"Five-sphere Integrated Plan",construct an index system from five dimensions:digital economy,digital government,digital culture,digital society and digital ecological civilization,and determine the weights of each index by using the Analytic Hierarchy Process(AHP)and Entropy Evaluation Method(EEM)to calculate the digital China Development Index(DCDI)from 2017 to 2021.The performance evaluation study on the construction of digital China is carried out from three perspectives:national,provincial and regional level,and the results show that the overall momentum of the construction of digital China is better,and the digital China Development Index increases year by year.However,the regional differences are significant,with obvious advantages in digital China development in East and South China.Meanwhile,the digital China Development Index is positively correlated with the level of economic development.Based on the results of the performance evaluation study on the construction of digital China,there are four tasks about further advancing the construction of digital China,including:(1)Promote the in-depth integration of the digital economy with the real economy;(2)Smooth the great cycle of government digital resources;(3)Achieve the deep integration of digital technologies and cultural industries;(4)Open up the great arteries of digital infrastructure.In the new development stage,the strategies for further advancing the construction of digital China includes the following six contents:(1)Strengthen the governance of digital divide to achieve balanced development of the construction of digital China;(2)Build a self-reliant digital technology innovation system to promote the high-quality development of the digital economy;(3)Achieve synergistic promotion of industrial digitisation and digital industrialisation and promote the deep integration of the digital economy with the real economy;(4)Strengthen data sharing and utilization to open up the information superhighway of the construction of digital China;(5)Use digital technology to empower the development of cultural industry and realize the deep integration of digital technology and cultural industry;(6)Use digital technology to empower ecological environmental protection and improve environmental supervision.The marginal contribution are as follows:On the one hand,the measurement of the performance evaluation study on the construction of digital China pays more attention to the long-term dynamic trend of the indicators.On the other hand,the measurement indicators for the digital construction of the cultural industry and the digital construction of ecological civilization are added to make the index system more complete.
