"引进来"联动"走出去"提升产业链"链主"地位研究

"引进来"联动"走出去"高效地转变了产业链的传统布局,进一步提升了产业链"链主"地位,同时,中国产业链"链主"地位提升能够有效破解"卡脖子"产业链的制约瓶颈.采用固定效应和泊松回归对比方法,结合各省份《投入产出表》、中经网以及国泰安数据库,统计测算1998-2022年产业链相关数据,实证研究"引进来"联动"走出去"提升产业链"链主"地位的问题,得出以下结论:一是"引进来"和"走出去"内外联动能够有效地提升"卡脖子"产业链"链主"地位;二是"引进来"联动"走出去"提升产业链"链主"地位存在区域异质性,东部地区提升产业链"链主"地位的强度高于中部地区、西部地区和东北地区,长江以南地区作用强度高于长江以北地区,胡焕庸线以东地区强度高于胡焕庸线以西地区;三是"引进来"联动"走出去"提升产业链"链主"地位存在行业异质性,专用设备行业作用最强,交通运输设备行业作用最弱,其余行业介于之间;四是"引进来"联动"走出去"提升产业链"链主"地位存在时段异质性.同时,通过剔除异常值、选取"一带一路"倡议之后数据、排除疫情干扰以及双边缩尾方式进行稳健性检验,发现实证结果具有稳健性.据此,提出高质量"引进来"联动高水平"走出去"推动双向直接投资区域布局、产业布局合理化的对策建议.
Study on"Bringing in"Linking"Going out"to Enhance the"Chain Master"Status of the Industrial Chains
The Report of the Twentieth National Congress of the Communist Party of China clearly put forward to enhance the resilience and security level of the industrial chain,guide the key links of the industrial chain to stay in China,optimize the layout of the industrial chain,place greater importance on enhancing the resilience,security and competitiveness of the industrial chain,make efforts to build an independently controllable,safe and reliable industrial chain,and ensure that the key links of the important industrial chain are safe,stable and independently controllable.The"bringing in"linking"going out"has efficiently transformed the traditional layout of the industrial chain,and further enhanced the"chain master"status of the industrial chain;Meanwhile,the"chain master"status of the Chinese industrial chain can effectively crack the bottleneck of the"necked"industrial chain.At the same time,the"chain master"status of the Chinese industrial chain can effectively break the"necked"industrial chain constraints.Adopting fixed effects and Poisson Regression Comparison methods,combining Input-output Tables,China Economic Network Database and the Guotai,an Database statistically calculating the industry chain related data from 1998 to 2022,and empirically researching the issue of"bringing in"linking"going out"to enhance the"chain master"status of the industrial chain,the following conclusions are drawn:Firstly,the internal and external"bringing in"linking"going out"can effectively promote the"chain master"status of the industrial chain.Secondly,there is regional heterogeneity in"bringing in"linking"going out"to enhance the"chain master"status of the industrial chain.The strength of the eastern region in enhancing the"chain master"status of the industrial chain is higher than that of the central region,the western region and the northeastern region;The strength of the role of the region south of the Yangtze River is higher than that of the region north of the Yangtze River;And the strength of the region east of the Hu Huanyong line is higher than that of the region west of the Hu Huanyong line;Thirdly,there is industry heterogeneity when"bringing in"linking"going out"to enhance the"chain master"status of the industry chain.The role of the special equipment industry is the strongest,while the role of the transport equipment industry is the weakest,with the other industries lie between the two;Fourthly,there is heterogeneity in the time period when"bringing in"linking"going out"to enhance the"chain master"status of the industrial chain.Therefore,China should make full use of the forward and reverse technology spillover effects of two-way direct investment,guide high-quality foreign direct investment to link up with high-level outward direct investment,and further promote the rational distribution of two-way direct investment regions and industries.Targeted industrial policies should be formulated according to the time and place to enhance the"chain master"status of the"necked"industrial chain,and to further build a new quality of productivity with the"chain master"status of the industrial chain with Chinese characteristics.
