Research on the Agglomeration of Data Elements Empowering Digital New Quality Productive Forces
In the era of digital economy,data elements permeate the entire process of social production,driving transformations in various productivity factors such as labor,production materials,and production objects,thus becoming a crucial engine for the development of new quality productive forces.To this end,a digital new quality productive forces index is constructed using data from 278 cities in China from 2011 to 2021,and a difference-in-differences model is employed to identify the impact of data element agglomeration in National Big Data Comprehensive Pilot Zones on digital new quality productive forces.The results indicate that data element agglomeration significantly promotes the development of digital new quality productive forces.After a series of robustness checks,including placebo tests,PSM-DID,and endogeneity treatment,the conclusions remain valid.Mechanism analysis reveals that data element agglomeration fosters the development of digital new quality productive forces by upgrading human capital,driving technological innovation,and enhancing digital infrastructure capabilities.Further analysis shows that the data element agglomeration in National Big Data Comprehensive Pilot Zones has a significant positive spatial spillover effect on digital new quality productive forces,with varying degrees of heterogeneity across different regions.Based on the research findings,it is recommended to continue advancing the construction of the National Big Data Comprehensive Pilot Zones,with localized positioning and planning.Additionally,it is essential to improve talent development mechanisms,enhance data security protection,and establish regional technology innovation alliance platforms to stimulate the release of digital new quality productive forces.
