摘要

工程监理是铁路建设管理的重要组成部分.梳理并分析现行铁路建设管理模式下工程监理的管理机制和特点;基于全路首个全过程咨询项目实际和现行铁路建设管理规定,分析全过程咨询模式下的项目建设管理特点,构建参建各方的逻辑关系,提出工程监理的管理界面和管理方案,建立"总监办"工程监理管理创新模式的实施方案,以实现项目公司、代建方和全咨方对工程监理的协同管理,对推进地方铁路高质量建设发展具有重要意义.

Abstract

Engineering supervision is an important part of railway construction management.We have sorted out and analysed the management mechanism and characteristics of engineering supervision under the current railway construction management mode;based on the actuality of the first whole-process consulting project in the whole railway and the current railway construction management regulations,we have analysed the characteristics of project construction management under the whole-process consulting mode,constructed the logical relationship between the parties involved in the construction,put forward the management interface and management scheme of engineering supervision,and set up the management and implementation scheme of the innovative"superintendent's office".The management and implementation plan of engineering supervision of innovative"director's office"was established to achieve the synergistic management of engineering supervision by the project company,the construction agency and the whole consulting party,which is of great significance to promote the development of high-quality construction of local railway.
