关于铁路工程工程量清单反向报价模式误差处理方案的研究

摘要
现阶段铁路工程工程量清单报价主要采用反向报价模式,即通过清单合价反除工程数量得到清单子目综合单价,由于在此计算过程中存在清单综合单价小数位四舍五入和清单合价修正,导致出现数据误差,对清单报价数据严谨性产生一定影响.本文在分析误差产生数学原理的基础上,提出了两种误差消除解决方案,并从误差消除效果、操作可行性方面进行了方案对比分析.研究结论表明,在保持现阶段工程量清单报价操作习惯的前提下,不宜应用误差消除方案处理上述误差问题.为此本文最终提出了在铁路工程量清单报价软件结尾中设置"修正误差"费用项的误差接受方案,该方案可确保投标报价数据严谨性,有效解决铁路工程工程量清单计价长期以来存在的报价数据闭合问题,避免由此引起的招投标双方数据审核工作量和相关困惑,具有一定推广应用价值.
Abstract
At present,the quotation method of railway engineering bill of quantities is a backward mode,which obtains the unit price through total price and engineering quantity.Due to the half adjustment of unit price and the correction of total price,data error will appear,which will cause adverse effects on data strictness.This paper proposes two solutions to eliminate the data error based on the analyses of mathematical principles about reasons for error,and compares the two solutions in the sites of operational feasibility and error elimination effect.The research conclusion indicates that under the premise of current engineering bill of quantities operating habits,both the solutions are unsuited.Finally,this paper proposes the treatment about appending'Correction Error'item in the engineering cost software calculation formula,which can ensure data rigor and solve the long existing issues about data error.At the same time,the workload and related confusion of both tendering and bidding parties can be avoided.This paper argues that the final scheme has high promotion and application value.
