This paper starts from the history of engineering quotas and the practice of engineering quota management in the railway industry.By clarifying the concept and classification of engineering quotas,they analyze the technical standard function,macro-control function,and market service function of engineering quotas,and define the standard attribute and functional positioning of engineering quotas.They point out that engineering quotas still should have the functional positioning of being released and regulated by the government at this stage,and should also add the application positioning of social services;it is proposed that the railway engineering quota should carry out standardized work from the aspects of system architecture,constituent elements,measurement methods,and preparation evaluation,and clarify the relevant standardized implementation path.
