京雄城际铁路概算清理在依法合规、实事求是、公平公正的基础上,以国家法律法规,行业规范、技术标准,工程建设管理文件,批复的可行性研究、初步设计文件,施工图设计文件和概预算,各参建单位合同等为依据,采用两阶段推动概算清理.对复杂改线在建工程建设过程中即分批次进行费用清理,定期召开例会,组织业界专家采用"头脑风暴法",研讨推动问题解决.采用"成本+税金"模式处理费用索赔.创新、合理地控制投资,按期完成了清概工作.各项投资均分别控制在概算批复范围内.清概批复前请业界专家进行审核,保证了清概文件的合规性.为其他铁路项目概算清理提供了较好的借鉴作用.
Abstract
The budget estimation for the Jing-Xiongintercity railway is undergoing meticulous scrutiny in accordance with national laws,industry standards,and technical regulations.This process entails a thorough review of the approved feasibility study,preliminary design documents,construction drawing design documents,and budget estimates to ensure compliance.The'cost+tax'model is being employed for processing expense claims while implementing innovative measures to effectively manage investment within the approved budget parameters.Prior to the approval,the industry experts were invited to review and ensure the compliance of the documents.It provides a good reference for other railway projects.
