摘要

为加强铁路企业公务用车管理工作,更好地服务铁路运输生产,开发了基于北斗定位技术的铁路企业公务用车管理系统.在实现公务车辆和驾驶员台账集中管理、实行公务车辆配备/配属/租用业务统一管理的基础上,该系统设计了高效、灵活、合规的用车申请与合并派车处理流程,可自动判别和处理加油卡违规使用行为,提供基于电子地图服务的车辆定位及车辆运行监控功能.该系统已在中国铁路兰州局集团有限公司(简称:兰州局)试点应用,方便铁路局全体职工获取公务用车服务,有助于提高车辆利用率,提升了铁路企业公务用车规范化、数字化管理水平.

Abstract

In order to strengthen the management of official vehicles in railway enterprises for better serving railway transportation production,a railway enterprise official vehicle management system based on Beidou positioning technology has been developed.On the basis of centralized management of official vehicle technical records and driver technical records as well as unified management of official vehicle equipment/allocation/rental business,this system has been designed with an efficient,flexible,and compliant process for vehicle usage application and merging dispatching.It can automatically identify and handle violations of fuel card usage and provide electronic map services to achieve vehicle positioning and operation monitoring functions.The system has been piloted and applied in China Railway Lanzhou Bureau Group Co.,Ltd.,facilitating all railway enterprise employees to access official vehicle services,helping to improve vehicle utilization,and enhancing the standardized and digital management level of railway enterprise official vehicles.
