In order to improve the quality,efficiency,security,and innovation of railway application software,and better support the development and operation of the railway industry,this paper was based on the Information Technology(IT)governance framework,analyzed from multiple levels such as IT organization,IT governance processes and systems,and constructed a technology management and control system for application software development with railway characteristics to provide solid support for the intelligent development of the railway industry.
