摘要
针对欧盟干线铁路法规,梳理欧盟铁路法规的发展过程和变迁,概括不同阶段法规制定的目标,重点对欧盟正在执行的法规进行解读,阐述最新法规体系的特点和变化.分析欧盟干线铁路的现状和遇到的挑战,为进入欧洲市场的主机厂提供指导.
Abstract
Centering around the EU regulations on mainline railways,the paper reviews the development process and changes of the railway regulations of the European Union and summarizes the targets of regulation formulation in different stages,with focus on an interpretation of the currently applicable EU regulations and an elaboration of the characteristics and changes of the latest regulations system.It also analyzes the current situation and challenges of the mainline railways of the European Union,which provides guidelines for manufacturers entering the European market.
