A Review of Research on Agricultural Insurance Subsidies:Based on the Perspective of Institutional Evolution
The development of agricultural insurance is closely related to the government's institutional supply.After the implementation of the rural revitalization strategy,agricultural insurance has been given a new mission of"high-quality development".It is undoubtedly of great significance to sort out the relevant literature on agricultural insurance subsidies from the perspective of institutional evolution,and then broaden the research perspective.This paper takes the evolution of the system as the logical mainline,and reviews the relevant research on agricultural insurance and its subsidy system in four stages:the recovery period,contraction period,rapid expansion period,and high-speed and high-quality development period.Overall the research on agricultural insurance in the recovery period does not discuss subsidies in detail;the research in the contraction period focuses on the necessity of subsidies,but lacks empirical research;the research in the rapid expansion period focuses on the effects and problems of subsidies,and the research is more in-depth and extensive,with an emphasis on empirical analysis;the research in the high-speed high-quality development period is more a continuation of the previous stage.Existing research is lacking those at the meso-micro level,and the research perspective still remains at the level of the effect of subsidies on increasing production and income.Future research can be carried out from the environmental effects of agricultural insurance subsidies,the hierarchical design of differentiated subsidy systems,the subsidies for aquaculture insurance,and the differences in premium subsidy systems among provinces.
