摘要
为加快安徽省公共卫生地方立法建设,适时出台安徽省公共卫生事业促进条例具有现实必要性.文章以该条例出台的必要性为逻辑起点,阐释了安徽省公共卫生事业促进条例的属性定位、立法要求,设计了立法内容与立法框架,将该条例安排为总则、服务体系、服务内容、服务和保障措施、监督检查、法律责任和附则等七个章节,最后还针对该条例的配套措施和保障举措提出了优化省内公共卫生相关地方立法水平、做好条例出台后的解释修订等建议.
Abstract
In order to accelerate the local legislative construction of public health in Anhui province,it is practically necessary to introduce the Anhui Provincial Regulations on promoting public health in due time.The article takes the necessity of the promulgation of the regulation as the logical starting point,explains the attribute positioning and legislative requirements of the Anhui Province Public Health Promotion Regulation,designs the legislative content and framework,arranges the regulation into seven chapters:General Provisions,Service System,Service Content,Service and Guarantee Measures,Supervision and Inspection,Legal Responsibilities and Supplementary Provisions,and finally proposes suggestions for optimizing the local legislative level of public health in the province and doing a good job in interpreting and revising the regulation after its promulgation.
