Optimizing the talent utilization mechanism of the world's important talent center and innova-tion highland is an important guarantee for China to become an innovative country and enhance its interna-tional status.This paper analyses the existing problems in the use mechanism of innovative talents in China,such as the imperfect legal system,the unscientific mode of talent planning and appointment,the lack of au-tonomy of innovative achievements,the insufficient atmosphere of scientific and technological innovation and the single incentive means of talent training,and constructs a framework for optimizing the use mecha-nism of talents in the world's important talents and innovative highlands.In order to maximize the benefits of innovative talents and contribute to the construction of the world's important talent center and innova-tion highland,this paper puts forward some suggestions on establishing and perfecting the legal system of scientific and technological innovation,establishing a scientific talent planning and appointment model,improving the ability of independent research and development,improving the scientific research environ-ment,and strengthening the international exchange and cooperation in the use of talents.
