摘要
在社会治理创新视域下,网格化服务管理作为一项推进城乡基层社区善治的有益探索,迎合了国家推动社会治理重心向基层下移和治理方式从管理向服务和管理齐头并进的转变,被决策者视为处理基层社会治理问题的良方.A省H市在推进网格化服务管理中存在平台建设不够完善效用发挥不足、基层社会不够联通群众参与较少、政策执行不够严实成效差异明显等问题.针对这些情况,课题组在调研后针对性提出需加强网格化服务管理案例研究、把准网格化制度设计初衷合理调动群众参与治理的积极性、做好机制架构建设有效组织落实.
Abstract
From the perspective of social governance innovation,grid service management,as a useful explo-ration to promote good governance in urban and rural grassroots communities,caters to the transformation of the country's promotion of the focus of social governance to the grassroots level and the transformation of governance mode from management to service and management at same time,and is regarded by policy makers as a good recipe for dealing with grassroots social governance problems.In promoting grid service management,Province A and H City have problems such as insufficient platform construction,insufficient utility,insuf-ficient connection of grassroots society,less participation of the masses,insufficient strict implementa-tion of policies,and obvious differences in results.In view of these situations,after investigation,the re-search group put forward the need to strengthen the case study of grid service management,reasonably mobi-lize the enthusiasm of the public to participate in governance with the original intention of the quasi-grid system,and do good job in the construction of the mechanism structure and effective organization and imple-mentation.
