摘要
本研究运用实地调研法和定量分析法,立足中哈霍尔果斯国际边境合作中心出入境管理工作实际,梳理出园区存在法制体系建设尚不健全、中哈双方法律差异增加园区管控安全风险、现行模式缺乏有效合管机制、出入园查验工作困境难破局等现实短板;运用文献研究法和比较研究法,从健全提升法制保障体系和执法专业化水平、多渠道促进园区合管质效、建成信息共享机制、依托科技手段强化出入境管理工作效能四方面提出进一步优化合作中心出入境管理工作的对策建议.
Abstract
Based on the reality of the immigration management of the China Kazakhstan Khorgos International Border Cooperation Center,this study used field research and quantitative analysis methods to sort out the practical shortcomings of the park,such as the imperfect legal system construction,the increased security risks of park management and control due to the legal differences between China and Kazakhstan,the lack of effective joint management mechanism in the current model,and the difficulties of immigration inspection;Using literature research and comparative research methods,this paper proposes countermeasures and sugges-tions for further optimizing the immigration management of the cooperation center from four aspects:improv-ing the legal guarantee system and law enforcement specialization level,promoting the quality and effi-ciency of park management through multiple channels,establishing an information sharing mechanism,and re-lying on technological means to strengthen the efficiency of immigration management.
