Promoting the deep integration of digital technology and paperless customs clearance is one of the main directions of the international civil aviation in this digital transformation under the post-pandemic era.In order to achieve the vision of paperless industry and solve the problem of passengers present travel vouchers repeatedly during the entry and exit process.The International Air Transport Association de-signed and developed ONE ID.Taking the information silo as the theoretical perspective,this paper discusses and analyses the construction of solution from legal policy,technology based on reviewing the motivation and course of the development of ONE ID.And summarizes the operation logic of the international air trans-port association travel pass.And provides a reference for China to build smart civil aviation and promote pa-perless international travel throughout the process.
