Research on the Talent Agglomeration of the World's Important Talent Center and Innovation Highland

摘要
创新的竞争归根结底是人才的竞争,人才集聚不仅能够带动科技创新,也能促进国家综合国力的提升.本文通过分析中国人才集聚的总体规模、结构及分布和产出效能的现状,对人才集聚效应带来的经济性效应,影响人才集聚的社会和生活环境、政策以及产业结构因素进行研究,发现当前中国人才集聚在时空分布、人才政策和人才流动方面存在着时空分布不合理、人才政策待完善、国内人才大量外流的问题,提出发挥人才"虹吸效应"、完善人才引进政策,以及降低人才流失率的可行性措施来加强人才集聚在世界人才中心和创新高地方面的有效结合.
Abstract
The competition of innovation is ultimately the competition of talents.Talent agglomeration can not only drive scientific and technological innovation,but also promote the improvement of comprehensive national strength.By analyzing the status of overall scale,structure and distribution and output effi-ciency of talent agglomeration in China,and studying the factors of economic effect brought by talent ag-glomeration effect,social and living environment affecting talent agglomeration,policy and industrial structure,we can find that talent agglomeration exists the problems of unreasonable distribution of time and space,talent policies to be perfect and a massive brain drain from China in terms of time and space dis-tribution,talent policies and talent flow.Putting forward the feasible measures to play talent"siphon ef-fect",perfect talent introduction policies and reduce the rate of talent loss to strengthen the talent ag-glomeration's effective combination of the world's important talent center and innovation highland.
