广州农村社区互助养老的网络化治理研究

摘要
发展农村互助养老是打破"未富先老"困境的创新实践.广州"党建+农村互助养老"服务实践探索虽已取得显著成效,但尚未形成可持续发展的网络化支撑.现阶段广州农村互助养老网络覆盖面有待拓展、网络韧性有待加强、网络智能化水平有待提升.本文建议通过网络化治理提升农村互助养老服务效能.具体完善路径为:坚持党建引领,构建全覆盖的农村互助养老社会支持网络;赋能基层治理,增强农村互助养老社会支持网络韧性;拓展技术应用,提升农村互助养老社会支持网络的智能化水平.
Abstract
The development of mutual assistance for the elderly in rural area is an innovative practice to break the dilemma of"aging before getting rich".The practice of"Party Building with Rural Mutual Aid for the Elderly"in Guangzhou has achieved remarkable results,but it has not yet formed a network to support for the sustainable development.At this stage,the coverage of Guangzhou's rural mutual aid pension network needs to be expanded,the network resilience needs to be strengthened,and the level of network intelligence needs to be improved.Therefore,we should improve the efficiency of rural mutual assistance pension ser-vices by forming a full-coverage rural mutual support network for the elderly led by the party building;em-powering grassroots governance to enhance the resilience of the rural mutual assistance for the elderly;ex-panding the application of technology to improve the intelligent level of the social support network of rural mutual assistance for the elderly.
