摘要
随着新一轮科技和产业革命兴起,各国为争夺海外优秀人才,不断加大投入、改进政策,推进招才引智,以增强国际竞争力.我国也积极推行人才强国战略,已初步构建包括人才签证、就业保障和永久居留在内的技术移民法律制度雏形,但仍存在移民门槛过高、程序繁琐、待遇难以保障、社会融入机制不健全等现实问题,技术移民准入制度发展水平与发达国家还有差距.产生这些问题的主要原因在于技术移民法律位阶较低、政府审批职能分散、人才评价体系不健全.我国海外人才引进应坚持渐进发展的道路,确立"以我为主、按需引进、突出重点、讲求实效"的基本原则,加强技术移民立法,建立统一的审批管理体系,构建高效的人才引进路径,完善永久居留制度,提升我国技术移民制度的整体水平.
Abstract
A new round of technological and industrial revolution is gaining momentum.In order to compete for overseas talents,developed countries are constantly increasing investment and improving policies to promote talent recruitment and talent introduction,so as to enhance international competitiveness.China is actively pursuing the strategy of strengthening the country with talents,and has initially established the rudiment of legal system for skilled immigrants,including talent visa,employment security and perma-nent residence.There are still practical problems such as too high immigration threshold,cumbersome proce-dures,difficult treatment security,and imperfect social integration mechanism.So far,it has not formed a systematic legal system for skilled immigrants,and the development water for access system for skilled immi-grants There is still a gap between Pingping and developed countries.The main reasons for these problems lie in the lower legal status of skilled immigrants,the decentralization of government approval functions,and the imperfect talent evaluation system.In the process of introducing overseas talents,we should adhere to the gradual development path,establish the basic principle of"focusing on ourselves,introducing on de-mand,highlighting key points,and emphasizing actual results",strengthen the legislation of technical im-migration,establish a unified approval management system,build an efficient talent introduction path,im-prove the permanent residence system,and improve the overall system level of technical immigration in China.
