摘要
乡村振兴战略是中国经济新的增长极,其主导产业的发展质量是关键.乡村战略性新兴产业和乡村未来产业需要新质生产力与之相匹配.新质生产力与乡村振兴主导产业间存在彼此促进、协同发展的共生关系.基于新质生产力构建的乡村振兴主导产业体系以乡村要素为前提、以创新为驱动,构建的乡村战略性新兴产业和未来产业是新质生产力的载体.新质生产力与乡村振兴主导产业的共生路径与方法主要通过提升乡村要素品质、重视和加强乡村主导产业核心和关键领域科学技术突破、构建协同创新体系、培育新型乡村主导产业经营主体、突破制约乡村主导产业人才瓶颈和构建新型乡村生产关系六个方面展开.研究认为,夯实新质生产力和乡村主导产业共生关系基础需要实现"四链协同",即打造符合新质生产力的乡村振兴主导产业链、兼顾碳基劳动者和硅基劳动者共事的人才链、打造符合新质生产力和乡村振兴主导产业高质量发展的资金链和实现新质生产力和乡村振兴主导产业均衡共兴的生态链.
Abstract
The rural revitalization strategy,as a new growth pole of China's economy,plays a crucial role in the development quality of the dominant industries in rural revitalization.The strategic emerging indus-tries in rural areas and the future industries in rural areas need to be matched with new quality productiv-ity.There is a symbiotic relationship between new productive forces and the dominant industries in rural re-vitalization,which promotes and synergizes each other.The dominant industrial system for rural revitaliza-tion based on new quality productivity is based on rural factors and driven by innovation,constructing stra-tegic emerging industries and future industries in rural areas as carriers of new quality productivity.The symbiotic path and methods of new productive forces and rural revitalization dominant industries mainly in-volve six aspects:improving the quality of rural factors,emphasizing and strengthening scientific and technological breakthroughs in the core and key areas of rural dominant industries,building a collaborative innovation system,cultivating new rural dominant industry operators,breaking through the bottleneck of talent in rural dominant industries,and building new rural production relations.Research suggests that con-solidating the foundation of the symbiotic relationship between new productive forces and rural dominant in-dustries requires achieving"four chain synergy",namely creating a rural revitalization dominant industry chain that is in line with new productive forces,a talent chain that takes into account the cooperation of carbon based and silicon based workers,a funding chain that is in line with the high-quality development of new productive forces and rural revitalization dominant industries,and an ecological chain that achieves balanced and collaborative development of new productive forces and rural revitalization dominant indus-tries.
