摘要
加拿大和德国都已经建立了通过积分来筛选移民的制度.两国的积分制在移民类型的划分、重视移民年轻化、通过移民补充本国劳动力缺口、提高移民知识技能指标占比、鼓励技术人才移民等方面具有较大的相似性;同时在移民指标细化、获得永居资格的途径、移民的语言能力要求以及部分移民政策的目标等方面又有一定的差异.加德两国的积分制对中国的启示主要包括在国内建立积分制试点、坚持相对灵活的移民引进原则、建立相对完善的积分移民法律保障体系以及完善人才移民体系.
Abstract
Both Canada and Germany have established systems for selecting immigrants based on points.Both countries'points-based systems are similar in terms of the classification of types of immigrants,the empha-sis on the youth of immigrants,the supplementation of the national labour shortage by immigrants,the in-crease in the proportion of knowledge and skills indicators for immigrants,and the encouragement of skilled personnel immigration;While there are some differences in the refinement of immigration indicators,the route to permanent residence,language proficiency requirements for immigrants,and the objectives of some immigration policies.The implications of the Canadian and German points-based systems for China include the establishment of a pilot points-based system,adherence to the principle of relatively flexible immigra-tion,the establishment of a relatively sound legal protection system for points-based immigrants and the im-provement of the talent immigration system.
