摘要
五外联动的前提是"五外"与经济基础的良性适配,目标是在稳增量、扩存量的同时,实现要素开放与制度开放的"双轮驱动";其理论机制是通过规模经济、资源要素配置与创新发展的效应,推动高水平对外开放.广东在五外联动的实践中走在全国前列,其实践对政策的启示是加强五外联动的政策集成性、打造与五外联动紧密融合的产业体系、推进五外联动多层级国际合作、创新五外联动开放新模式.
Abstract
The premise of the five-foreign linkage is the healthy adaptation of the"five foreign countries"and the economic foundation.The goal is to achieve a"two-wheel drive"of factor opening and system opening while stabilizing increment and expanding stock;its theoretical mechanism is through economies of scale.,the effect of resource factor allocation and innovative development,and promote high-level opening up to the outside world.Guangdong is at the forefront of the country in the practice of the five-foreign linkage.Its policy inspiration is to strengthen the policy integration of the five-foreign linkage,create an indus-trial system that is closely integrated with the five-foreign linkage,promote multi-level international co-operation,and innovate the five-foreign linkage.Open new modes.
