摘要
粗放型的增长方式是以大量的能源消耗和碳排放为代价的,随着中国经济步入新常态,这种增长方式也难以为继,节能减排以及增长方式的转换已经迫在眉睫.交通基础设施的投资对经济增长、社会发展做出了巨大贡献,但同时也带来大量的能耗和碳排放."十四五"规划建议提出,降低碳排放强度,支持有条件的地方率先达到碳排放峰值,制定2030年前碳排放达峰行动方案.交通基础设施状况深刻影响着市场分割状况,高效的碳排放有利于促进经济高质量发展,统一的市场能够提高碳排放的配置强度.本文利用省级面板数据,通过联立方程实证检验经济增长、交通基础设施和碳排放强度的影响关系.研究结果表明:经济增长与碳排放强度呈倒U型关系,碳排放强度与交通基础设施呈倒U型关系,当经济增长超过一定门槛才能实现碳排放和结构升级的双重红利.本文的结论对研究当前经济增长模式转换,二氧化碳减排和能源及经济结构转型升级有一定的指导意义.
Abstract
Extensive growth mode is at the cost of a large amount of energy consumption and carbon emissions.As China's economy enters the new normal,this growth mode cannot be sustained.Energy conservation,emis-sion reduction and transformation of growth mode are already no time to delay.The investment in transporta-tion infrastructure makes great contribution to economic growth and social development,but it also brings a lot of energy consumption and CO2 emissions.The 14th Five-Year Plan proposes to reduce CO2 emissions,support local governments where conditions permit to take the lead in peaking CO2 emissions,and formulate an action plan for peaking CO2 emissions by 2030.Transportation infrastructure has a profound impact on market segmen-tation.Efficient CO2 emission is conducive to high-quality economic development,and a unified market can improve the intensity of CO2 emissions.This paper uses provincial panel data to empirically test the impact of economic growth,transportation infrastructure and the intensity of CO2 emissions through simultaneous equations.The results show that there is an inverted U-shaped relationship between economic growth and car-bon emission intensity,and an inverted U-shaped relationship between carbon emission intensity and trans-portation infrastructure.Only when economic growth exceeds a certain threshold can the double dividend of CO2 emissions and structural upgrading be realized.The conclusion of this paper has certain guiding signifi-cance for the research on the transformation of current economic growth,reduction of CO2 emissions and the transformation and upgrading of energy and economic structure.
