摘要
自国务院发文提出支持发展地摊经济政策后,地摊经济被视为促进就业和经济社会发展的一项重要举措.但如何规范流动摊贩管理、确保城市环境品质不降级,也是众多城市在推进城市管理中的一个难点问题.本文以深圳市龙岗区坪地街道为例,通过对该街道流动摊贩基本情况、群体特点、存在问题以及执法困境等方面的分析研究,并学习借鉴北京、上海等大城市流动摊贩市容管理经验,提出了针对性的对策与措施,对破除管理困局具有积极的现实意义.
Abstract
Since the State Council issued a document supporting the development of street vendors'economy,street vendors'economy has been regarded as an important measure to promote employment and economic and so-cial development.However,how to regulate the management of mobile vendors and ensure that the quality of ur-ban environment is not degraded is also a difficult problem for many cities in promoting urban management.This paper takes the street vendors in Pingdi Subdistrict,Longgang District,Shenzhen as an example,and analyzes the basic situation,group characteristics,existing problems,and enforcement dilemmas of street vendors through research.By learning from the experience of street vendors'sanitation management in Bei-jing and Shanghai,etc.,it puts forward targeted countermeasures and measures,which has positive practical significance in breaking the management dilemma.
