新时代党建引领城市基层治理的主要特征、阻滞问题与实践进路——基于L市党建引领多元共治模式分析

摘要
坚持党建引领、推动多元共治是新时代城市基层治理的核心要义.当前L市积极转变治理理念,激发社会活力,推动社区营造,健全共治机制,形成以共治为核心,以自治为基础,以融合为保障,以服务为支撑,以组织为补充的城市基层治理格局.然而,目前仍然存在着党建效能弱化、社会组织羸弱、多元共治失能等阻滞问题.因此,应该加强基层党组织建设,提升党建引领力,培育支持型社会组织,提升社会自治力,完善多元共治机制,提升协同治理力,推动构建城市社区治理共同体,有效提升基层治理效能.
Abstract
Adhering to the party building leadership and promoting pluralistic co-governance is the core es-sence of urban grassroots governance in the new era.At present,L city actively changes the concept of gover-nance,stimulates social vitality,promotes community building,and improves the mechanism of co-governance,forming a pattern of urban grass-roots governance with co-governance as the core,self-governance as the foundation,integration as the guarantee,service as the support,and organization as the supplement.However,there are still problems of blockage of weakened party building effectiveness,weak so-cial organizations,and dysfunctional pluralistic co-governance.Therefore,the construction of grassroots party organizations should be strengthened to enhance the leading power of party building,supportive social organizations should be cultivated to enhance the power of social self-governance,the mechanism of multi-dimensional co-governance should be improved to enhance the power of governance synergy,and the construc-tion of an urban community governance community should be promoted to enhance the grassroots governance effi-cacy effectively.
