摘要
改革开放四十多年来,粤港澳经济合作从互通有无到"互为依托"的探索起步期到港澳回归背景下的快速成长期,再到国家重大战略全面实施背景下的全面合作期,其合作的能级不断提升,层级不断深化.改革开放四十多年来,粤港澳经济合作有力促进广东、香港和澳门的经济实力实现巨大飞跃,加速了经济合作与科技进步的同频共振,激发了社会民生合作的蓬勃发展,为推进全国改革开放提供了有力支撑,为中国区域经济合作的发展提供了宝贵的经验.粤港澳经济合作虽然取得了良好的进展,但依然存在一些障碍.因此,加强大湾区内部规则衔接和体制机制对接,探索对接国际高标准市场规则体系,深化区域创新合作,促进粤港澳大湾区"空间一体化",以文化融合推进粤港澳大湾区产业融合发展显得尤为迫切.
Abstract
Over the past 40 years of reform and opening up,the economic cooperation between Guangdong,Hong Kong and Macao has changed from the initial stage of mutual exchange to the"mutually dependent"exploration,to the rapid growth period under the background of the return of Hong Kong and Macao,and then to the compre-hensive cooperation period under the background of the full implementation of major national strategies.Over the past 40 years and more of reform and opening up,Guangdong-Hong Kong-Macao economic cooperation has effectively promoted the economic strength of Guangdong,Hong Kong and Macao to achieve a great leap forward,accelerated economic cooperation and scientific and technological progress,stimulated the vigorous devel-opment of social cooperation and people's livelihood,provided strong support for the national reform and opening up,and provided valuable experience for the development of regional economic cooperation in China.Although the economic cooperation between Guangdong,Hong Kong and Macao has made good progress,there are still some obstacles.Therefore,it is particularly urgent to strengthen the convergence of internal rules and institutional mechanisms in the Greater Bay Area,explore the docking of international high-standard market rules,deepen regional innovation cooperation,promote the"spatial integration"of the Guangdong-Hong Kong-Macao Greater Bay Area,and promote the integrated development of industries in the Guangdong-Hong Kong-Macao Greater Bay Area through cultural integration.
