在当前科技革新的浪潮中,新质生产力,其核心在于以"算力"为标志的新质态的生产力,已然成为推动中国式现代化进程的经济基石.这一新质生产力对产业内涵的知识性、产业发展的前瞻性、产业布局的虚拟化、产业组织的扁平化、产业创新的基础性以及产业政策的平等性等方面提出了全新要求.在这个关键时刻,深圳的每一个产业都在努力寻找自己的定位,寻找那个能够让自己腾飞的舞台.为了不断提升生产性服务业的比重、强化领军企业与专精特新企业之间的协同合作,以及加速传统产业的转型升级,深圳正面临一系列挑战.具体而言,深圳在数字创意产业的发展上仍需解决总体布局节奏较缓、区域发展不均衡,以及支撑要素生态环境有待优化等问题.为了率先实现中国式现代化,并有效应对新质生产力快速发展所带来的实际挑战,深圳在数字创意产业发展战略和政策制定上应采纳一系列创新方法和措施.这包括但不限于:强化优势领域与弥补薄弱环节相结合、全面推进与重点突破相协调、虚拟集群与实体集群相辉映、市场需求与制度保障相配套,以及国内循环与国际循环相促进等策略.通过这些举措,深圳将能够更有效地推动数字创意产业结构的优化升级,进而为实现中国式现代化奠定坚实基础.
Abstract
Amidst the current wave of technological innovation,a new form of productive force,centered around"computing power",has emerged as the economic cornerstone propelling China's modernization process.This novel productive force imposes fresh demands on the knowledge intensity of industrial content,the forward-looking nature of industrial development,the virtualization of industrial layout,the flattening of industrial organization,the fundamental aspect of industrial innovation,and the equality of industrial policies.Currently,Shenzhen's industrial development stands at a critical juncture of structural adjust-ment and optimization.The city faces a range of challenges as it strives to continuously increase the propor-tion of producer services,strengthen collaboration between leading enterprises and specialized,innovative firms,and accelerate the transformation and upgrading of traditional industries.Specifically,in the growth of its digital creative industries,Shenzhen must still address issues such as a relatively slow over-all layout,uneven regional development,and an insufficiently optimized supporting ecosystem.To take the lead in achieving Chinese-style modernization and effectively respond to the practical chal-lenges posed by the rapid development of this new productive force,Shenzhen should adopt a series of innova-tive approaches and measures in its digital creative industry development strategies and policy formula-tions.These include,but are not limited to,combining the strengthening of advantageous areas with the re-inforcement of weak links,coordinating comprehensive advancement with focused breakthroughs,complement-ing virtual clusters with physical ones,aligning market demand with institutional guarantees,and promot-ing both domestic and international circulation.Through these measures,Shenzhen will be able to more effec-tively drive the optimization and upgrading of its digital creative industry structure,thereby laying a solid foundation for achieving Chinese-style modernization.
