探索森林经济与生态文明的耦合协调关系——以湖北省为例
Exploring the Coupling and Coordination Relationship Between Forest Economy and Ecological Civilization——The Case of Hubei Province

摘要
森林资源经济的可持续发展是生态文明建设的重要组成部分.本文通过构建湖北省森林经济与生态文明评价指标体系,利用耦合协调度模型,分析了2010-2019年湖北省森林经济与生态文明的发展协调关系.分析结果显示:2010-2019年湖北省森林经济指数和生态文明发展指数稳步增长;森林旅游产业与森林资源基础对湖北省森林经济发展具有较大影响;控制污染物排放、教育水平的提升和产业结构的变化对湖北省生态文明建设具有较大影响;湖北省森林经济与生态文明的协调关系经历了失调期、过渡期和协调发展期,森林经济对生态文明建设具有较大的推动作用.本文认为,为保障生态文明有序建设、森林经济稳定发展,需要从森林资源管护、促进旅游产业发展、加强对林区等重点生态功能区的保护和修复力度、建立森林资源生态产品价值实现机制等方面着手促进森林经济的可持续化发展.
Abstract
Sustainable development of forest resource economy is a significant part of ecological civiliza-tion construction.By constructing the evaluation index system of forest economy and ecological civiliza-tion in Hubei Province with the coupled coordination degree model,the article analyzes the coordination re-lationship between the development of forest economy and ecological civilization in Hubei Province from 2010 to 2019.The analysis concludes that:the forest economy index and ecological civilization development index in Hubei province have grown steadily from 2010 to 2019;the forest tourism industry and forest resource base have a greater influence on the development of the forest economy in Hubei province;the control of pollutant emissions,the improvement of education level and the change of industrial structure have a greater contribu-tion to the construction of ecological civilization in Hubei province;the coordinated relationship between forest economy and ecological civilization in Hubei Province has gone through a period of dysfunction,tran-sition and coordinated development;the forest economy has a greater effect on the construction of ecologi-cal civilization.The article argues that in order to guarantee the orderly construction of ecological civi-lization and the stable development of forest economy,it is necessary to promote the sustainable develop-ment of forest economy in terms of managing and protecting forest resources,promoting tourism industry,en-hancing the degree of protection and restoration of key ecological function areas represented by forest ar-eas,and establishing a mechanism for realizing the value of ecological products of forest resources.
