民族地区公共文化服务财政支出效率:区域差异与俱乐部趋同

摘要
公共文化服务是民族地区增进民生福祉的重要内容,其财政支出效率事关民族地区实现共同富裕的成效.文章基于2011-2022年面板数据,用DEA-BCC模型测度了民族地区公共文化服务财政支出效率,用Dagum基尼系数、马尔科夫链揭示了民族地区公共文化服务财政支出效率的区域差异与俱乐部趋同效应.发现:民族地区公共文化服务支出效率整体水平呈波动上升态势,并在时空演变上存在显著的"俱乐部趋同"效应.今后应通过技术引领、资金保障、协同发展等来提升其效率.
Abstract
Public cultural service is an important part of improving people's livelihood in ethnic minority areas,which is related to the realization of common prosperity.Based on the panel data of ethnic minority areas from 2011 to 2022,this paper uses DEA-BCC,Dagum Gini coefficient and Markov chain to measure and in-vestigate the regional differences and club convergence effect of public cultural service fiscal expendi-ture efficiency in ethnic minority areas.The results show that there is a significant"club convergence"ef-fect in the space-time evolution.In this regard,we should do a good job by giving full play to the leading role of technology,consolidating the foundation of fund guarantee and implementing coordinated development in the future.
