摘要
国有企业大型项目建设投融资模式的选择对项目的顺利推进至关重要,PPP模式一度为大中型项目建设的重要模式,但随着PPP新政实施,越来越多的国有企业项目建设开始考虑以与建设单位合作的模式进行.本文综合研究了常见的投融合作模式,就一些关键风险进行了剖析,进而对投融资模式的选择,从经济性、风险应对以及适用性等角度提出了参考建议.本文虽主要针对国有投资主体,但对社会投资方也有一定的借鉴意义.
Abstract
The selection of investment and financing models for large-scale project construction in state-owned enterprises is crucial for the smooth progress of projects.The PPP model was once an important model for the construction of large and medium-sized projects,but with the implementation of the PPP new policy,more and more state-owned enterprise project construction is considering cooperation with construction units.The article comprehensively studies common investment and financing cooperation models,analyzes some key risks,and proposes reference suggestions for the selection of investment and financing models from the perspectives of economy,risk response,and applicability.
