营业性演出安全管理:现实困境与发展进路

随着我国演出市场的复苏,营业性演出活动的形式不断拓展,规模和数量激增,伴随"演出热潮"也暴露出一系列安全问题,给人民和活动举办城市均带来了一定的安全隐患.本研究运用制度分析、实地调研等方法进行分析,发现当前营业性演出安全管理的困境主要存在于制度、主体、资源供给、管理手段四个方面.针对上述困境,研究认为营业性演出安全管理的进一步发展应拓展"协商式"制度孵化空间,开创演出安全联动网络,构建"差别对待"的资源吸纳机制,植入数字技术,更新管理手段.
Abstract
With the recovery of China's performance market,the form of commercial performance activities continues to expand,the scale and number of surges,accompanied by the"performance boom"comes a series of safety problems,which seriously damages the people's sense of security and brings heavy losses to the city where the event is held.This paper uses institutional analysis,field research and other methods to analyze the current dilemma of safety management of for-profit performances,which mainly exists in four aspects:system,subject,resource supply and management means.In view of the above dilemma,the study believes that the further development of the safety management of for-profit performances should expand the incubation space of the"consultative"system,create a performance safety linkage network,build a resource absorption mechanism of"differential treatment",implant digital technology,and update management methods.
