农村互助养老服务供给困境及优化策略——以江苏省为例

摘要
"十四五"时期我国进入人口老龄化阶段.养老问题已成为全社会的热点问题.相比于城市,农村地区老龄化程度更深、养老问题更为严重.解决农村养老服务问题成为积极应对老龄化的重中之重.在农村人口老龄化和空心化的严峻形势下,互助养老作为补充性的模式成为了可行之举.本文以江苏省农村互助养老服务为例,对其不同互助养老模式类型及存在的问题进行了分析.研究认为在目前运行的基础上还应加大宣传力度,明确相关政策要求,拓宽资金来源渠道,完善配套设施,有效提升互助养老服务质效,助力其可持续发展.
Abstract
During the 14th Five-Year Plan period,the aging of the population in China has entered a fast lane of growth.The issue of elderly care has risen to become a hot topic for the whole society.Compared to urban areas,the aging of the population and the problems of elderly care in rural areas are more severe.Solv-ing the issue of elderly care in rural areas has become a top priority in actively addressing aging.In the face of the severe situation of aging and hollowing out of the rural population,mutual assistance for the el-derly has become a feasible supplementary model.Taking the example of mutual assistance for the elderly in rural areas of Jiangsu Province,this article analyzes the different types of mutual assistance for the el-derly and the problems that exist.It is believed that,in addition to the current operation,efforts should be made to increase publicity,clarify relevant policy requirements,broaden funding sources,improve sup-porting facilities,effectively enhance the quality and efficiency of mutual assistance for the elderly,and support its sustainable development.
