深化税收和法律制度改革 全面提升中国食品安全水平

摘要
培育向社会提供优质产品的食品企业才能保障国家食品安全.在市场自发秩序调节之下,食品企业之间能够通过竞争机制,为追求超额利润而投入大量资金进行科技创新,从而使整个社会食品种类越来越多、质量越来越高,同时为食品企业家提供良好的营商环境和创新环境,才能推动食品安全形势从源头上得到持续改善.但是,中国现行涉企税收制度和法律制度制约了市场自发秩序,导致食品企业之间和食品企业家之间都形成了"劣币驱逐良币"的恶性循环,造成中国食品安全领域问题频发.
Abstract
Only by cultivating food enterprises that provide quality products to the society can national food safety be guaranteed.Under the regulation of the spontaneous order of the market,food enterprises can invest a lot of money in scientific and technological innovation in pursuit of super profits through the com-petition mechanism,so that the whole society has more and more food types and higher and higher quality,and at the same time provide a good business environment and innovation environment for food entrepreneurs,so that the food safety situation can be continuously improved from the source.However,China's tax system and legal system have destroyed the spontaneous order of the market,resulting in a vicious circle of"bad money drives out good money"between food enterprises and food entrepreneurs,which has caused frequent problems in the field of food safety in China.
