摘要

改革开放初期,珠三角地区特殊的农村工业化发展模式形塑了众多的低效用地.2008年以后,政府实施了以"三旧"改造为主体的系列低效用地治理政策,但遭到农民集体的强烈抵制.当前,粤港澳大湾区迎来了高质量发展的历史新机遇,却面临土地资源短缺的发展瓶颈.需要以共建共治共享的社会治理制度理论为指导,构建政府、农民集体、市场等主体尽职尽责共同享有的社会治理共同体,提升低效用地再开发政策效能,破解大湾区高质量发展过程中低效用地治理困境.

Abstract

In the early stages of reform and opening up,the special rural industrialization development model in the Pearl River Delta region shaped numerous inefficient land uses.After 2008,the government implemented a series of inefficient land management policies mainly focused on the transformation of the three old buildings,but they were strongly resisted by the collective farmers.Currently,the Guangdong Hong Kong Macao Greater Bay Area has ushered in a new historical opportunity for high-quality development,but is facing a development bottleneck of land resource shortage.It is necessary to use the theory of social governance system of co construction,co governance,and sharing as guidance to build a social governance community that the government,farmer collectives,market and other entities fulfill their responsibilities and share,improve the effectiveness of inefficient land redevelopment policies,and solve the problem of in-efficient land governance in the high-quality development process of the Greater Bay Area.
