乡村善治背景下的村级小微权力运行模式优化研究

摘要
村级小微权力的规范是走好中国特色社会主义乡村善治之路的重要一环.目前,有关权力运行模式的研究已取得了一些成果,然而村级小微权力由于其非政治性和非正式性的特点,存在制度化的困境.本文通过将宁海"小微权力清单"模式、桐乡"一约二会三团"模式和秭归"二长八员带头"模式与邓大才提出的三治组合模型中重法弱德式善治、强自治式善治以及弱法重德式善治分别对应,提取三种模式的核心经验,结合村级小微权力体制的演化,提出乡村善治背景下的村级小微权力运行模式的优化路径,即培育自治主体治理能力、获取法治乡村基层支持和加强农村道德文化建设.
Abstract
The regulation of village-level small and micro power is an important milestone in the road of good governance in socialist countryside with Chinese characteristics.Some achievements have been made in the research on the operation mode of power.However,due to the non-political and informal characteristics of village-level small and micro power,there is a dilemma of institutionalization.In this paper,Ninghai's"small and micro power list"model,Tongxiang's"one convention,two sessions and three groups"model and Zigui's"two chiefs and eight members leading"model are respectively corresponding to the three governance combination model proposed by Deng Dacai.The core experience of the three models is extracted.Combined with the evolution of village-level small and micro power system,the optimization path of village-level small and micro power operation mode under the background of rural good governance is put forward,which is to cul-tivate the governance ability of autonomous subjects,obtain the support of rural grassroots under the rule of law and strengthen the construction of rural moral culture.
