"十四五"时期安徽提升科技创新国际化水平的法治化营商环境研究
Study on the Legalized Business Environment of Anhui to Enhance the Internationalization Level of Scientific and Technological Innovation in the 14th Five-Year Plan Period

摘要
伴随着经济全球化浪潮的迅猛发展,科技创新国际化的探索与实践已经成为助推经济社会高质量与企业自主创新能力提升的战略部署与关键举措.近年来,安徽不断瞄准世界前沿提升科技创新国际化水平,不断探索和实践具有特色的科技创新活力道路.本研究通过梳理安徽推进科技创新国际化制度体系的实施现状,引入SWOT-PEST矩阵分析,发现安徽提升科技创新国际化水平的风险点集群与现实症结.在此基础上,本文立足于国际前沿标准萃取提炼全球创新指数、全球竞争力指数、世界银行营商环境指数、全球治理指数中提升科技创新活力的营商法治环境评价维度与测度标准,围绕着加快科技创新地方立法、优化科技创新营商法治环境、引导优质创新资源向企业集聚、推动政产学研用一体化合作等方面,提出了支援引领安徽经济高质量发展之策.
Abstract
With the rapid development of the wave of economic globalization,the exploration and practice of scientific and technological innovation internationalization has become a strategic deployment and key mea-sures to promote the high quality of economic society and the improvement of enterprises'independent innova-tion ability.In recent years,Anhui has continuously aimed at the forefront of the world to enhance the in-ternationalization level of scientific and technological innovation,and has constantly explored and prac-ticed a unique dynamic path of scientific and technological innovation.By sorting out the implementation status of Anhui's system to promote the internationalization of scientific and technological innovation,and introducing the SWOT PEST matrix analysis,the risk point cluster and practical crux of Anhui's improve-ment of the internationalization level of scientific and technological innovation are found.On this basis,based on international cutting-edge standards,extract and refine the evaluation dimensions and measurement criteria of the business legal environment to enhance the vitality of scientific and technological innova-tion in the Global Innovation Index,Global Competitiveness Index,World Bank Business Environment Index,and global governance Index.Focusing on accelerating local legislation on science and technology innova-tion,optimizing the legal environment for science and technology innovation and business,guiding high-quality innovation resources to gather to enterprises,and promoting integration cooperation between gov-ernment,industry,university,research and application,Anhui supports and leads high-quality economic de-velopment.
