The performance of duties by grassroots NPC deputies during the non-conference period represents a distinctive manifestation of whole-process people's democracy.The case study of the Shenzhen S Street Deputies'liaison station,which assisted the deputies in closing a disturbing mixing station,illustrates that the operational mechanism of grassroots NPC deputies'performance of their duties with the deputies'li-aison station as a carrier primarily encompasses three mechanisms:the mechanism of absorbing public opin-ion,the mechanism of institutional standardisation,and the mechanism of responding to pressure.Firstly,the deputies'liaison station provides an organised and orderly space and institutional carrier for the ab-sorption of public opinion.Secondly,the liaison station enhances its own capacity and voice through the standardisation of the station manager's performance of duties and the professionalisation of the liaison officers,thereby promoting the normalisation of the deputies'performance of their duties.Thirdly,the pressure on the deputies'use of a single tool for the performance of their duties in the form of a proposal encourages a procedural response.Conversely,the pressure on the deputies'use of a variety of tools for the performance of their duties in the form of a coordinated system of the liaison station encourages a substan-tive response.
