摘要
党的二十届三中全会擘画了进一步全面深化改革的蓝图,发出了向改革广度和深度进军的号令.党的十八大以来,习近平总书记多次莅临广东视察,并在深圳、珠海和汕头三大经济特区发表重要论述,要求广东经济特区在全面深化改革中继续做好示范,走在全国前列.迈入新征程,广东经济特区要深刻领会习近平总书记的厚望重托,要进一步全面深化改革,推动中国式现代化阔步前行、不断完善发展,这是承担中央赋予的在改革发展大局中先行探索使命的必然要求;这是稳步推进制度型开放,实现更高水平对外开放的必由之路;这是实施创新驱动发展战略,推动高水平科技自立自强的战略部署;这是促进经济均衡增长,全力实现区域协调发展的应有之义.深刻理解广东经济特区进一步全面深化改革的重要性和必要性,有利于我们在理论上把握进一步全面深化改革的重要意义和作用,更有助于在实践中以钉钉子精神抓好改革落实,奋力推动广东经济特区在中国式现代化建设中走在全国前列.
Abstract
The Third Plenary Session of the 20th CPC Central Committee drew up a blueprint for further com-prehensive reform and issued an order to advance into the depth and breadth of reform.Since the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping has visited the Guangdong Economic Zone many times to declare the reform and opening up,and demanded that the Guangdong Economic Zone has con-tinued to be at the forefront of the country in terms of comprehensive deepening reform and expanding high levels of opening up.Entering the new journey,the Guangdong Special Economic Zone must deeply understand the high hopes of General Secretary Xi Jinping,to further deepen the reform,promote the modernization of Chinese-style modernization,and continuously improve the development.This is an inevitable requirement for the central government to explore the mission in the overall situation of reform and development;This is the only way to promote institutional openness to achieve higher levels of opening up;This is the strategic de-ployment of innovation-driven development strategy and promoting high-level technology self-reliance;This is the deserved meaning of promoting balanced economic growth and fulfilling the coordinated regional development.Deeply understand the importance and necessity of further comprehensively deepening reforms in Guangdong Special Economic Zone,which is conducive to the significance and role of further comprehensively deepening reform in theory.It is more helpful to grasp the implementation of reform with the spirit of nail-ing in practice,and strive to promote the Guangdong Special Economic Zone in the forefront of Chinese-style modernization.
