摘要

深圳作为世界城市化增速和经济增速最快的地区之一,相比较红树林等滨海湿地,针对内陆流域湿地退化问题长期以来缺乏有效关注,在《湿地保护法》全面高质量保护的要求下,深圳市亟待开展面向管理实施的湿地保护规划来统筹县区级政府湿地保护管理工作.本文以深圳市龙岗区为例,基于湿地大型水禽栖息地保护的湿地保护格局,协同国土空间"三区三线"建立湿地空间保护及分区指引,助力建立分级管理体系下三类湿地"精准保护"体系,形成"区域—流域—生态系统"多尺度湿地修复布局,以期通过湿地保护措施清单引导责任主体实现"精细化管理",本文亦对纵深探索超大城市内陆流域湿地保护管理工作提供了思路.

Abstract

As one of the regions with the fastest urbanization and economic growth rates in the world,Shen-zhen has long lacked effective attention to the degradation of wetlands in inland watersheds compared to coastal wetlands such as mangroves.Under the requirements of comprehensive and high-quality protection un-der the Wetland Protection Law,it is urgent to carry out a wetland protection plan for management and imple-mentation to coordinate the wetland protection and management work of county-level and district govern-ments.This article takes Longgang District,Shenzhen City as an example,based on the wetland protection pattern of large-scale waterfowl habitat protection,collaborates with the"three zones and three lines"of national land space to establish wetland spatial protection and zoning guidance,establishes a"precise pro-tection"system for three types of wetlands under a graded management system,forms a multi-scale wetland restoration layout of"region basin ecosystem",and guides responsible parties to achieve"refined manage-ment"through a list of wetland protection measures,providing ideas for in-depth exploration of wetland pro-tection management in inland river basins of mega cities.
