政府力量促进高校科研成果转化的措施初探

摘要
高校作为推动社会创新发展的源头动力,其科技成果转化进程还面临诸多阻力,打通科研产业化的堵点势在必行.介于社会力量存在局限性和早期投资市场长期积累的弱点痛点,政府需要在这一过程中补上结构性的力量缺失,建立完善长效解决机制.本文将对科技成果转化过程中的原因和痛点进行剖析,并结合当下形势,为科技成果转化提出全链条服务、建立中试平台和引导基金等措施对策.期望本文能拓宽对科技成果转化的正向讨论,汇集社会各方力量,协助推动完善科技成果转化方案出台.
Abstract
Colleges and universities are main sources of power to promote the scientific and technological innovation in this society.However,the transformation process between the scientific achievements made in school and industrialization is still facing a lot of resistance,it is imperative to eliminate the obstacles on industrialization of scientific research.Due to the existing limitations of social early investment power limitations and the weaknesses and pain points accumulated in the early investment market for a long time,the government needs to make up for the lack of structural power in this process and establish an effi-cient long-term solution.This research is going to analyze the reasons and pain points in the process of in-dustrialization of scientific and technological achievements.Combined with current economic conditions,this research also listed some measures and solutions for discussion,such as providing a full range of solu-tions and establishing pilot plant test platforms and guiding funds.We are sincerely expecting this paper could broaden positive discussion on the industrialization of scientific and technological achievements made in collages and would be helpful in promoting the government to release a sound solution programme for the industrialization of scientific and technological achievements.
