Research on Policy Theme Change and Text Quantification of Public Digital Cultural Service in China
Taking the policy texts of public digital cultural services issued by the Central Government from 1996 to 2021 as the research object,this paper systematically analyzes and summarizes the development process and theme changes of the policy texts based on co-word analysis and cluster analysis.Using content analysis method and Nvivo software,this paper makes a quantitative analysis of sample policies from the dimensions of basic policy tools,and reveals the internal laws of the development of public digital cultural service system.The results show that the policy themes continue to be rich and change in stages,but generally present the characteristics of scattered fields and excessive concentration of content.In the process of policy implementation,supply-oriented,environment-oriented and demand-oriented policy tools are applied comprehensively,but the utilization rate of supply-oriented and demand-oriented policy tools is insufficient to some extent,and there are obvious differences in the use of specific policy tools.The development of future policy in China should start from the following aspects:forming a long-term cooperation mechanism of multiple subjects to enhance the synergy of policy subjects;grasping the new development opportunities under the digital China,and broadening and deepening the focus areas of policy themes;strengthening the rational use of policy tools to ensure the policy operation status of dynamic balance and coordinated development.
