Multi-Source Flow Analysis of Librarianship Policies in China:Evolution Process and Factors
Understanding the logic of librarianship policies evolution process is an important prerequisite for promoting high-quality development of the librarianship.Based on the analysis of 91 librarianship policies,the evolution process of China's library policies since the founding of the People's Republic of China is divided into three stages:the rising stage of a spark(1949-1978),the enrichment stage of multi-point development(1979-2012),and the strong stage of high-level promotion(2013 to present).Deconstructing the factors of librarianship policies evolution from the perspective of multi-source flow theory can lead to the conclusion that the development bottlenecks at various stages constitute a problem flow,multiple opinions constitute a policy flow,high-level attention constitutes a political flow,and multi-source coupling opens a window of policy to promote librarianship policies evolution.
