On the Policy Logic and Dynamic Space of Cultural Volunteer Services in the Promotion of Social Civilization:A Perspective on Chinese Path to Modernization
The medium and long-term national economic and social development plan and related studies have clarified the relationship between cultural volunteering and the promotion of social civilization,with the former being an important pathway to promote the latter,but the exact logic has yet to be sorted out.Starting from the basic judgment that the improvement of social civilization is the goal and cultural volunteer service is a path to achieve the goal,it can be seen that social civilization focuses on the degree of social civilization,including the progress of the state of individual civilization progress and overall social civilization development.Based on the positioning that volunteer service is both a social matter and a component of social structure,it is proposed that in the absence of measurement indicators,the initiative of cultural volunteer services in promoting social civilization can be observed from three aspects:the participating entities of cultural volunteer services,the order construction of cultural volunteer services,and the social customs formed by cultural volunteer services.Through policy texts and practical cases,research has found that in accordance with the three major policy logics of promoting social civilization through cultural volunteer services,including enhancing the civilized literacy of volunteer service participants,enhancing the civilized norms of volunteer service system construction,and enhancing the civilized customs of volunteer service activities,the cases of cultural volunteering services embody the dynamic space of promoting social civilization in six dimensions:professional training in cultural services,quality platform for cultural socialization,effective protection of subjects'rights and interests,orderly enhancement of subjects'interaction,spiritual undertones of traditional culture and moral foundation of core values.Based on the above policy logic analysis and the observation of the dynamic space,the thesis deepens the three major measurement directions of social civilization with the six-dimensional dynamic space of cultural volunteer services,initially constructs a theoretical model of cultural volunteer services for social civilization enhancement,takes an important step from the measurement direction to the measurement index system,and five important features of Chinese-style modernization can also be observed in concrete terms.
