Research on Public Cultural Service Policies for Special Groups:Three-Dimensional Analysis Framework Based on Tools,Services,and Subjects
Research on public cultural service policies for special groups is helpful to improve the policy system of public cultural service and improve the level of public cultural service for special groups.Content analysis and statistical analysis methods are used to conduct multidimensional analysis of policy tools,public cultural service systems,and service demand entities for policy texts involving special groups in national and provincial public cultural service policies.The research finds that in recent years,more and more policies have given consideration to special groups,and the service needs of special groups have been taken into account in policy formulation.The process of policy formulation reflects the coordination of multiple departments,and a dose interactive relationship has been formed among the three dimensions of some tools,services and subjects.However,there are three problems:imbalanced proportion of policy tools,relatively concentrated service system content,and significant disparity in the level of attention of service recipients.In the future,public cultural service policies targeting special groups still need to optimize the structure of policy tool combinations,promote the coordination of service system content,and achieve equal attention to special groups.
