Study on the Efficiency Measurement of Reading Service Supply in Basic Level Libraries in China:Based on Analysis of Panel Data of County and Municipal Public Libraries
Using factor analysis and the DEA Malmquist index model, the provincial panel data of county and municipal public libraries from the 2012-2022 China Cultural Relics and Tourism Statistical Yearbook were used to measure the efficiency of reading service supply and analyze its dynamic changes and driving factors. The results showed that the efficiency of reading service supply in county and municipal public libraries in China has generally improved, but the growth is relatively slow. Its growth is due to technological progress but is constrained by a decrease in comprehensive technological efficiency, and the changes in supply efficiency in different regions show significant differences. To break the barrier of efficiency growth, optimization should be made from the following three aspects:accelerating the integration of reading service technology and balancing the transformation of management models on both supply and demand sides;strengthening the efficiency evaluation of reading services and promoting precise allocation of financial resources between regions;optimizing regional differences and seeking balanced development of reading supply in the East,Central, and West regions.
