党的二十届三中全会提出"建立优质文化资源直达基层机制".基层文化建设面临着群众参与意愿不足、社会力量参与机制不健全、基层公共文化机构职能弱化等现实问题.通过以广州市为例,探讨其在公共文化共同体建设、基层公共文化设施运营管理、文化事业与文化产业协调发展、文旅深度融合发展等方面的做法发现:为推动公共文化服务资源下沉,相关部门和机构应充分发挥政府部门的引领作用,激发社会力量的参与活力,强化标杆项目的创新思路,精准把握基层的文化需求.
Abstract
The third plenary session of the 20th Central Committee of the Communist Party of China proposed to"establish a mechanism for high-quality cultural resources to reach the grassroots level".The construction of grassroots culture faces several practical challenges,including a lack of participation willingness among the masses,imperfect participation mechanisms for social forces,and weakened functions of grassroots public cultural institutions.Taking Guangzhou as an example,this paper discusses its practices in constructing a public cultural community,managing grassroots public cultural facilities,coordinating the development of public cultural undertakings and culture industry,and achieving deep integration between culture and tourism.The authors suggest that to facilitate the sinking of public cultural service resources,relevant departments and institutions should fully leverage the leading role of government departments,invigorate the participation vitality of social forces,enhance innovative ideas in benchmarking projects,and accurately grasp the cultural needs of the grassroots.
