Research on the Role Positioning and Propelling Path of Government in Providing Public Cultural Services Cooperating with Social Organization
Political and social cooperation is an important lever for the country to promote the high-quality development of public cultural services,and it is also a key link in building a modern public cultural servics.In the process of providing public cultural services through political and social cooperation,how to maximize the role of the government is the key to determining service efficiency.Through the comprehensive absorption of new public management theory and governance theory,it is found that the role of the government has shifted from"paddling"to"steering",from"omnipotence"to"limitation",and from"regulation"to"service".Through the application of life cycle theory analysis,it is found that there are differences in the role of the government in providing public cultural services at different stages of political and social cooperation.The preparation period is the planner of"market participation",the negotiation period is the practitioner of"selecting the best",the operation period is the guardian of"universal public welfare",and the acceptance period is the enabler of"separation of management and evaluation".Under the mode of political and social cooperation in providing public cultural services,the government's role should be better played through the construction of the rule of law to enhance rigid constraints,administrative cultural innovation to lead functional transformation,and supervision and evaluation to play a collaborative role.
