From Digital Divide to Digital Inclusion:Study on the Inclusion Strategy of Public Cultural Digital Services for the Elderly People
In the era of parallel digitalization and aging,the problem of digital inclusive governance of the elder people in the field of public cultural services has become increasingly prominent.Sharing public cultural digital services among the elderly people can broaden access channels and safeguard cultural rights and interests;overcoming digital disability and satisfying value recognition;correcting digital exclusion and promoting equal service.The difficulties of digital integration,characterized by access gap,use gap,technology gap and psychological gap,are the main obstacles faced by the elderly people in obtaining public cultural digital services.The country should adopt a series of digital inclusive governance strategies,including top-level design and infrastructure improvement,a"people-oriented"classification governance mode,digital technology empowerment to optimize elderly friendly transformation,diverse participation to enhance digital literacy,and the construction and recognition of digital subject identity,to assist the elderly people in crossing the digital divide,achieve digital integration,and enable them to enjoy more digital dividends of public cultural services brought about by technological development.
