Standardization Research on the Procurement Methods of Foreign Electronic Journal Databases Under the Framework of Government Procurement Law
Foreign electronic journal databases are an important part of library digital resource construction.Researching the procurement methods of foreign electronic journal databases helps promote the standardization of digital resource procurement methods.Addressing the issues in the current procurement process of foreign electronic journal databases in libraries,this article clarifies the characteristics of foreign electronic journals,points out several misconceptions in the selection process.Suggestions are put forward such as adopting"single-source"procurement method,embedding the procurement work into the full life cycle management of the databases,precisely managing the procurement of electronic journal databases,as well as introducing national procurement.
